Check your milk temperature
Warm the milk or water to about 110°F — hot enough to feel warm on your wrist, not hot. Anything over 120°F can kill the yeast and your rolls won't rise.
Let them double once
Give the dough 60 to 90 minutes in a warm spot until it's doubled in size. Poke it with a finger; if the dent stays, it's ready to shape.
Crowd them in the pan
Set the shaped rolls about 1/2 inch apart in a 9x13 pan so they rise into each other. Touching rolls stay soft on the sides instead of drying out.
Butter them twice
Brush melted butter over the tops before baking and again the second they come out at 350°F to 375°F, so the crust stays soft.
