Brown the beef hard

Leave some of the fat
Drain off most of the grease but keep about 2 tablespoons in the pan to cook your flour in.
Cook the flour first
Stir 3 tablespoons flour into the beef and fat and cook it a full minute before adding liquid, or the gravy tastes pasty.
Add liquid slowly
Pour in broth or milk about 1/2 cup at a time, stirring constantly, and simmer 5 minutes until it coats the back of a spoon.
